ENERGY GRANTS, UTILITY PROGRAMS AND AVAILABLE DOLLARS
 
Berbiglia Associates continues to provide its clients financial benefits afforded by our extensive knowledge of local and national tax credit incentives, utility programs and energy conservation grants.

The Detroit Edison Company has a gas and electric EO (Energy Optimization) program that officially begins July 13, 2009. The program is in reaction to a law that passed June 2, 2009 which can be viewed on the MPSC web site. The program offers rebates for implementing gas and/or electric energy conservation measures.  Detroit Edison representatives indicated for commercial installations, they have $500,000 available in 2009 and a total of $31,000,000 through 2012.  Total incentives for a customer could be up to $150,000 per facility to $500,000 for all facilities in one year. These are dollars that they will give out for customers that implement energy conservation measures. Additional dollars are set aside for residential energy conservation measures. There is much to be sorted out, for example, if an owner commits to doing a project in a given year and that year dollars run out, can the project be processed in the next year so that the dollars can be acquired by the customer. Another question is if an Owner wants to start a project in the 3rd or 4th quarter of a year and the Detroit Edison Company knows dollars won't be available because of the funds for that year running out, will they recommend that the project be delayed until the next year. It is important that a customer takes the necessary steps as early as possible. The first step is to contact your account representative and put him or her on notice that you have an EO project pending. You should also go to the Detroit Edison web site and register so that you get updates regarding this program.  The web site is www.yourenergysavings.com. The Detroit Edison Company web site where you can find information on the program is at www.dteenergy.com. Keep in mind that your contractor must be EO approved by the Detroit Edison Company and if you do the work in house, you can only apply the material cost. The program has prescriptive measures and custom measures, payback windows and savings requirements. Engineering documentation is required to support the costs and savings and of course it must be reviewed and approved by the Detroit Edison Company review team. Although this is a new program, we are well ahead of the curve and in position to assist customers acquire dollars that have been made available.

Commercial building owners and lessees who purchase and install energy saving products in their businesses can qualify for tax deductions under the Energy Policy Act (EPACT) signed by President Bush in 2005. This federal tax incentive program was set up specifically for businesses that pursue an increase in energy efficiency and renewable energy options. The deduction may be taken for three energy consuming systems, Heating/Cooling Systems, Complete Building Envelope or the Lighting System. Berbiglia Associates has assisted its clients in recouping dollars through the federal tax incentive program.

In today's environmentally conscious climate there are a myriad of financial opportunities and incentives, particularly for the building trades.  The Public Act 295, which was passed by the Michigan legislature in 2008 year, calls for the State's electric utilities to serve ten percent of their retail sales with renewable energy by 2015.  The Energy Efficiency and Conservation Block Grant Program provide grants in hopes to deploy the cheapest, cleanest and energy efficient technology.  The Emergency Economic Stabilization Act of 2008: Energy Tax Incentives, among many things, extends the time in which taxpayers may deduct the cost of energy efficient property installed in their buildings until December 2013.  Furthermore, the 30% investment tax credits (ITC) for solar energy and qualified fuel cell properties have been extended to January 1, 2017. In addition, business owners who install geothermal heating and cooling systems through the Energy Improvement and Extension Act of 2008, qualify for a 30% tax credit off of their investment.  Berbiglia Associates provides its clients with the latest information and direction in order to garner a financial windfall as a direct result of improving our environment.
